Working with Developers

We enable developers to access a range of affordable housing initiatives. Additionally, we assist in securing government subsidies and providing pre-development loans to support the development of affordable homes.

Project Sponsorship

Throughout our 35-year history, the Housing Partnership has been a trusted partner with strong working relationships with city, state, and federal housing agencies with the experience to shepherd affordable housing projects to closing and beyond. We can acquire and hold title to projects on behalf of developers and owners for the duration of the regulatory period, enabling the development to benefit from a variety of tax exemptions or abatements, ultimately contributing to project feasibility and affordability.

Securing Subsidies and Certifications

The Housing Partnership has been a leader in NYC affordable homeownership since it was established in 1982, and we have worked closely with the NYS Affordable Housing Corporation (AHC) for the duration of our long history. We can secure grant subsidies from AHC, as well as additional federal, state and city capital and entitlements to be used for affordable homeownership and rental developments, helping deliver single family, cooperative, condominium, and rental housing projects.

Developer Loan Fund

Through our affiliated community development fund institution, Community Partnership Development Corporation (CPDC), we assist small and emerging locally based developers, as well as community-based nonprofits, with pre-development loans for affordable housing projects. CPDC’s streamlined loan origination process plays a key role for developers seeking to prepare sites for construction loan closings or close financing gaps.

Sustainability Solutions

We are focusing on the intersection of affordable housing and energy investment. We analyze solar and energy investment opportunities across portfolios of affordable housing assets and partner with housing owners to execute on those projects.

We believe that everyone, regardless of income, should have access to homes that are comfortable, healthy, and energy efficient. We understand that affordable housing faces unique challenges in making energy investments, and we offer solutions specifically tailored to this market.

Our service offerings fall under three major categories…

Portfolio-wide Solar Investment

We take a portfolio-scale approach to solar investment. We focus primarily on better utilizing the rooftops on existing affordable housing assets to generate new revenue for housing owners, while simultaneously unlocking the benefits of solar to low-income tenants. We structure deals in a way that works with the nuances of affordable housing finance and delivers excellent returns to owners. We support affordable housing owners as a partner through the entire project development process.

Portfolio-wide Energy Investment

We partner with housing owners in a similar way to our solar development work by co-developing energy projects across multiple properties in a portfolio. Our approach delivers significant returns to housing owners, energy/utility savings at the individual properties for owners and residents, and a mechanism to meet NYC’s aggressive goals laid out in the Climate Mitigation Act.

Affordable Housing Energy & Climate Advocacy

We create market solutions to incorporate sustainability into “business as usual” affordable housing development. We do this by acting as a public-private bridge between the private housing owners developing new projects in the market and the public agencies allocating energy funding to support those projects. Unlocking access to energy and climate programs for affordable housing creates equitable solutions to meet aggressive climate goals.

Currently we serve as a cross-agency and cross-coordinator to meet New York State’s energy goals by doing the following:

  • Coordinating multi-agency efforts to electricity and perform aggressive greenhouse gas reductions by retrofitting 5,000 affordable housing units across New York State through a partnership between NYSERDA and NYSHCR
  • Reducing administration cost associated with integrating energy grants into affordable housing projects
  • Delivering grant funds and debt solutions in a manner that housing owners find most effective
  • Pushing the envelope of new technologies to more cost effectively meet energy conservation goals

Affordable Housing Compliance

We ensure affordable housing developments meet regulatory requirements in resident selection. We have expertise in outreach, lottery administration, eligibility verification and ongoing compliance.

Administering Agent & Marketing Monitor Services

We are an HPD approved Inclusionary Housing Administering Agent and Monitoring Agent.  Our staff are experts in the compliance requirements for HPD/HDC Marketing, Affirmative Fair Housing, Inclusionary Housing, AIRS, Low Income Housing Tax Credits, and Affordable New York/421-A.  You can rely on our affordable housing expertise, professional staff and long-term relationship with HPD/HDC to make sure your project meets its program requirements.

Marketing Agent Services

We are an HPD approved Marketing Agent. We have successfully leased more than 1,000 apartments and sold more than 15,000 condominium, cooperatives and homes. We can create and implement your project’s marketing plan and process applicant files fairly and efficiently as required by HPD/HDC marketing. Homeownership Counseling

Buying a home is a big step – and deciding where to live is one of the biggest decisions you will ever make. Now is the time to prepare yourself with the necessary information that will enable you to make the right home purchase decision. Our housing counseling programs provide all the necessary tools for first-time homebuyers to navigate the home purchase process. All education and counseling programs are conducted by one of our HUD Certified Housing Counselors.

First Time Home Buyer Education

We offer a U.S. Department of Housing & Urban Development (HUD) Approved online education course that provides an unbiased comprehensive overview of the home purchase process to help create knowledgeable and default-resilient buyers ready for a lifetime of homeownership.

Pre-Purchase Counseling

Being able to afford a home is about more than just making a mortgage payment. Our HUD Certified Housing Counselors provide individualized one-on-one counseling to first-time homebuyers seeking to purchase their first home. Counseling includes a mortgage readiness assessment; credit report and score analysis; creating of an affordable budget; an individualized action plan with set short-and-long term goals; referrals to lenders, real estate professional, attorneys and home inspectors; and eligibility determination for available grant and assistance programs.

Note: Counseling is required for all grant and assistance programs!

Landlord and Tenant Training

As a complement to the Homebuyer Counseling and Education course, we offer a Landlord and Tenant Training program for clients purchasing 2-4 family homes that provides basic knowledge of the rights and responsibilities of being a good landlord.

Topics Covered Include:

• Best Practices for Tenant Selection
• Negotiating & Signing Leases
• Local Rental Regulations
• Overview of the Eviction Process
• Fair Housing & Discrimination Laws

Participants will receive a detailed resource guide and will be awarded a certification of completion. Landlord/Tenant training is a requirement for all clients purchasing a multi-family home with a CRA mortgage.
