Working with Developers

We enable developers to access a range of affordable housing initiatives. Additionally, we assist in securing government subsidies and providing pre-development loans to support the development of affordable homes.

Project Sponsorship

Throughout our 40-year history, the Housing Partnership has been a trusted partner with strong working relationships with city, state, and federal housing agencies with the experience to shepherd affordable housing projects to closing and beyond. We can acquire and hold title to projects on behalf of developers and owners for the duration of the regulatory period, enabling the development to benefit from a variety of tax exemptions or abatements, ultimately contributing to project feasibility and affordability.

Securing Subsidies and Certifications

The Housing Partnership has been a leader in NYC affordable homeownership since it was established in 1983, and we have worked closely with the NYS Affordable Housing Corporation (AHC) for the duration of our long history. We can secure grant subsidies from AHC, as well as additional federal, state and city capital and entitlements to be used for affordable homeownership and rental developments, helping deliver single family, cooperative, condominium, and rental housing projects.

Developer Loan Fund

Through our affiliated community development fund institution, Community Partnership Development Corporation (CPDC), we assist small and emerging locally based developers, as well as community-based nonprofits, with pre-development loans for affordable housing projects. CPDC’s streamlined loan origination process plays a key role for developers seeking to prepare sites for construction loan closings or close financing gaps.

HP Sustainability Solutions

We are focusing on the intersection of affordable housing and energy investment. We analyze solar and energy investment opportunities across portfolios of affordable housing assets and partner with housing owners to execute on those projects.

In 2020 the NYC Housing Partnership established HP Sustainability Solutions to focus on the intersection of affordable housing and environmental sustainability.

HP Sustainability Solutions is an expansion of the Housing Partnership’s traditional role facilitating the creation of affordable housing in New York. HP Sustainability Solutions provides guidance to developers and owners of affordable properties, and to government agencies, to create and implement strategies and initiatives for clean energy adoption and building performance while reducing carbon emissions.

HP Sustainability Solutions advises on the creation of new revenue sources for property owners by turning compliance costs into potential investments.

New York State’s Climate Leadership and Community Protection Act (CLCPA) is shaping the future of emissions and energy policy and has led to municipal regulations  such as New York City’s Local Law 97 that require building owners and developers to comply with emissions and energy goals.

Affordable housing owners and developers face challenges in finding effective strategies to meet mandated environmental sustainability goals across their portfolios.

  • Incentives are available from several sources, but challenging to access and coordinate.
  • Retrofitting legacy multifamily buildings to meet environmental goals is more complicated and difficult than new construction projects designed and built to comply with higher clean energy standards.
  • Complicated capital structures challenge affordable housing owners to capture savings from investments in alternative energy.

HP Sustainability Solutions helps owners of multi-family affordable housing portfolios to meet climate targets:

  • HP Sustainability Solutions advises affordable housing developers and owners striving to meet and maintain mandated environmental standards across their portfolios on investment-based approaches to energy and solar projects.
  • HP Sustainability Solutions consults with owners and developers on structuring the financial aspects of energy enhancements that will work within the complexities of affordable housing economics.

HP Sustainability Solutions:

  • Advises property owners and developers on the best ways to meet NYS’s CLPCA carbon neutrality goals and NYC’s Climate Mobilization Act’s Green House Gas reduction targets.

We are an HPD approved Inclusionary Housing Administering Agent and Monitoring Agent.  Our staff are experts in the compliance requirements for HPD/HDC Marketing, Affirmative Fair Housing, Inclusionary Housing, AIRS, Low Income Housing Tax Credits, and Affordable New York/421-A.  You can rely on our affordable housing expertise, professional staff and long-term relationship with HPD/HDC to make sure your project meets its program requirements.

Marketing Agent Services

We are an HPD approved Marketing Agent. We have successfully leased more than 1,000 apartments and sold more than 15,000 condominium, cooperatives and homes. Homeownership Counseling

Buying a home is a big step – and deciding where to live is one of the biggest decisions you will ever make. Now is the time to prepare yourself with the necessary information that will enable you to make the right home purchase decision. Our housing counseling programs provide all the necessary tools for first-time homebuyers to navigate the home purchase process. All education and counseling programs are conducted by one of our HUD Certified Housing Counselors.

First Time Home Buyer Education

We offer a U.S. Department of Housing & Urban Development (HUD) Approved online education course that provides an unbiased comprehensive overview of the home purchase process to help create knowledgeable and default-resilient buyers ready for a lifetime of homeownership.

Pre-Purchase Counseling

Being able to afford a home is about more than just making a mortgage payment. Our HUD Certified Housing Counselors provide individualized one-on-one counseling to first-time homebuyers seeking to purchase their first home. Counseling includes a mortgage readiness assessment; credit report and score analysis; creating of an affordable budget; an individualized action plan with set short-and-long term goals; referrals to lenders, real estate professional, attorneys and home inspectors; and eligibility determination for available grant and assistance programs.

Note: Counseling is required for all grant and assistance programs!

Landlord and Tenant Training

As a complement to the Homebuyer Counseling and Education course, we offer a Landlord and Tenant Training program for clients purchasing 2-4 family homes that provides basic knowledge of the rights and responsibilities of being a good landlord.

• Best Practices for Tenant Selection
• Negotiating & Signing Leases
• Local Rental Regulations
• Overview of the Eviction Process
