HPDC's Private Land Initiative Program (PLIP) is designed to create affordable housing on privately-owned sites. The Housing Partnership hopes to acquire new sites and make projects possible by securing subsidies from the New York State Affordable Housing Corporation, providing low-interest loans through its affiliate, the Community Development Partnership Corporation, and bringing in other partners to ensure project affordability.
